Hershey park can be a pleasant ride, but be careful. The great problem that I've found there is the unpredictability of roller bladers, family cyclists, joogers, etc. At peak traffic times (weekend afternoons, etc.), it can get a bit hairy. That said, when there's less traffic, it's really pleasant on a hybrid or comfort bike. I wouldn't recommend it for roadie stuff, but it is enjoyable.
If you're looking for some roadwork, there are a lot of groups that ride out of West Oaks and Katy Mills on Saturday and Sunday mornings, starting around 8:00 a.m. I've often hooked up with other riders just by going out there at the right time. West Oaks is getting a lot more car traffic these days than it ever used to, but I still think it's a good ride. I haven't done Katy Mills in a while, but I recall it as being pretty good, and there are some excellent cyclists who ride out there just about every weekend. Nice folks, and they're happy to have you tag along.
