Well this article says the trail has a completed projected date of July 2008...

I was curious about this trail so I drove by it today at Walker street, it looks real nice there. Then when you hit the part at I-45 it's hurting; I hope they finish it.
Anyhow I'm going to start to use it as a way to get downtown from the Braes Bayou trail.
